避稅「天堂」

中國、香港、台灣的傳媒，都報道在倫敦召開的G20高峰會，包括香港和澳門名列「避稅天堂」 黑名單的新聞。例如：

甚麼避稅「天堂」？是Tax Haven，不是 Heaven 啊！

Haven 香港叫「避風塘」，是讓船隻不出海作業或在颶風期間安全停泊的地方。把逃稅/避稅/託庇的地方稱為 Haven，是形象化的描述，與「天堂」全無關係 。Haven這個英文字來自古德語Habene，恰好是「港口」的意思，中文也有譯為「避風港」的。( http://www.merriam-webster.com/dictionary/haven)

專家解釋何謂 Tax Haven

A country or other political entity that offers outside businesses and individuals a climate of minimal or nonexistent taxation. In some cases, the low taxes apply not only to those levied by the tax haven itself but also to the possibility of reducing or avoiding taxes levied in the investor's home country. 另外又可以把收容難民、保存資金的地區稱為 Safe Haven (「庇護所」)，但有些澳洲中文報紙也譯 Safe Haven為「安全天堂」。嗚呼！
